The Technical Committee (or sometimes called Technical Commission) is a backbone of the UIMLA organization and provides long standing technical input and ensures that the high competencies and requirements in the UIMLA Standard are upheld. The many areas of responsibility of the Technical Committee include:

• Promote and facilitate the standardisation of training of International Mountain Leaders,
• In-country train-the-trainer programmes to support the above standardisation,
• Facilitate the training, assessment and professional development organised by UIMLA members,
• Guidance and mentoring for potential and aspirant members during the application process,
• In-country assessment of aspirant members in the process to gain full membership of UIMLA,
• Development of UIMLA documentation, such as the UIMLA Standard and CPD Policy documents prior to approval,
• Developing and maintaining the centralised “near-miss” and accident reporting,
• Support and guidance on interpretation of the UIMLA Standard and on technical issues to UIMLA members,
• Compliance Audits of UIMLA members.

The Technical Committee is led by The Technical Head of UIMLA Bill Bailey. Bill is also a member of the UIMLA Executive Board and has been an anchor since the formation of UIMLA. Bill is supported by Deputy Technical Head Peter Chapman who has worked within the Technical Committeen for over 6 years and he contributed significantly to the revision of the UIMLA Standard that was approved in 2024. Together they have around 75 years of mountain leadership expertise and they work as IMLs from their home bases in Slovenia and Scandinavia respectively. 2026 is the third year of a 3-year handover period were it is expected that Peter will be a nominee to succeed Bill as Technical Head at the AGA in Poprad in November 2026. Bill will continue in the Technical Committee as Assisting Technical Head and also on the UIMLA Executive Board.

UIMLA has a team of assessors who visit aspirant member countries to assess their training and assessment. Assessors also contribute to Train-the-Trainer programmes. Following an assessment, the reports from the assessors are then reviewed by the Technical Committee Leadership and UIMLA Executive and are then presented to the UIMLA General Assembly for their acceptance. The team have vast experience of training and assessment of IMLs in their home nations and of international work as in IML. The Assessor team meet yearly under the Technical Commission to collaborate and develop materials and guidance for the UIMLA community.
