UIMLA – 2021 in review

The UIMLA General Assembly meeting will take place on the 5th of November 2021. Due to the continued pandemic related travel problems, it will take place online. Members of the UIMLA Executive, known as the BEx, will meet in Switzerland. This will be the first time they have met in person since our assembly in 2019 held in Brașov, Romania. For the first time we will be joined by Marian Anghel (Romania / Societatea Ghizilor şi Liderilor Montani /SGLM) who joined BEx as vice president in December 2020.

L’Assemblée générale de l’UIMLA aura lieu le 5 novembre 2021. En raison des problèmes de voyage liés à la pandémie, elle se déroulera en ligne. Les membres de l’Exécutif de l’UIMLA, connu sous le nom de BEx, se réuniront en Suisse. Ce sera la première fois qu’ils se rencontreront en personne depuis notre assemblée en 2019 tenue à Brașov, en Roumanie. Pour la première fois, nous serons rejoints par Marian Anghel (Roumanie / Societatea Ghizilor şi Liderilor Montani /SGLM) qui a rejoint BEx en tant que vice-président en décembre 2020.

The assembly will be joined by delegates from our 21 full member countries, our 6 aspirant members and delegates from Norway who are applying to join UIMLA as an aspirant association. We’ll discuss reports from working groups such as on sustainability for our profession and a revision of the design of the UIMLA carnet. We’ll also review plans to support the provision of winter training courses in Italy and how we better support our profession in Italy.

L’assemblée sera rejointe par des délégués de nos 21 pays membres à part entière, nos 6 membres aspirants. et les délégués de Norvège qui demandent à rejoindre l’UIMLA en tant qu’association aspirante. Nous discuterons des rapports des groupes de travail tels que sur la durabilité pour notre profession et une révision de la conception du carnet UIMLA. Nous examinerons également les plans visant à soutenir la fourniture de cours de formation d’hiver en Italie et la manière dont nous soutenons mieux notre profession en Italie.

Some of the other projects that we are working on include:

• We are now further engaging with a working group for  ISO 3021 standard (on ‘Adventure Tourism’) where we are represented by Kev Sidford of BAIML. 
• In March UIMLA co-operated in the launch of the 2021 Mountain Waste Survey of the project led by GRID-Arendal and the United Nations Environment Programme (UNEP).
• A new ‘Procedure for handling the media in the case of reported incidents or emergencies’ was made available for the member associations to benefit from.
• In December/January we reached an agreement with Mountain Safety.info (MSi). The agreement allows all UIMLA member associations to use all materials from the MSi knowledgebase for free during a familiarization period of two years.
  In January two kick-off meetings were organized to get all associations on board. Manuel Genswein presented the ideas and technique behind MSi and helped with the onboarding of association officials.
• We are continuing to build on our relationships with Mountain Safety.info (MSi), the UIAA, ICAR and LTC. 
• In September UIMLA started the affiliation process with the Global Tourism Plastics Initiative: an initiative of the multi-stakeholder partnership One Planet Sustainable Tourism Programme.
• UIMLA is now participating in the HIKE project which is supported by the EU Erasmus program and is related to the training of IML’s in alpine countries. HIKE is a European project ‘to increase the capacity of training structures to operate together at a transnational level, to share and confront ideas, practices and training methods while taking into account the current problems and issues related to these professions’.

• Nous nous engageons maintenant davantage avec un groupe de travail pour la norme ISO 3021 (sur le « Tourisme d’aventure ») où nous sommes représentés par Kev Sidford de BAIML. 
• En mars, l’UIMLA a coopéré au lancement de l’enquête 2021 sur les déchets en montagne du projet dirigé par GRID-Arendal et le Programme des Nations Unies pour l’environnement (PNUE).
• Une nouvelle « Procédure de traitement des médias en cas d’incidents ou d’urgences signalés » a été mise à la disposition des associations membres.
• En décembre/janvier, nous avons conclu un accord avec Mountain Safety.info (MSi). L’accord permet à toutes les associations membres de l’UIMLA d’utiliser gratuitement tous les matériaux de la base de connaissances MSi pendant une période de familiarisation de deux ans.
  En janvier, deux réunions de lancement ont été organisées pour rallier toutes les associations. Manuel Genswein a présenté les idées et la technique derrière MSi et a aidé à l’intégration des responsables de l’association.
• Nous continuons à développer nos relations avec Mountain Safety.info (MSi), l’UIAA, ICAR et LTC. 
• En septembre, l’UIMLA a lancé le processus d’affiliation à la Global Tourism Plastics Initiative : une initiative du partenariat multipartite One Planet Sustainable Tourism Programme.
• UIMLA participe maintenant au projet HIKE qui est soutenu par le programme Erasmus de l’UE et est lié à la formation des IML dans les pays alpins. HIKE est un projet européen « visant à accroître la capacité des structures de formation à fonctionner ensemble à un niveau transnational, à partager et confronter idées, pratiques et méthodes de formation tout en prenant en compte les problèmes et enjeux actuels liés à ces métiers ».

In November 2020 UIMLA held its first online General Assembly meeting. Naturally, this format has problems and we all miss the personal interaction that a full assembly meeting offers, but we thank all member associations for their support in making this a success. In 2021 we were able to hold further online assemblies allowing delegates from all around the world to take a full and equal part – even at difficult times of the day for some!

En novembre 2020, l’UIMLA a tenu sa première Assemblée générale en ligne. Naturellement, ce format a des problèmes et nous manquons tous de l’interaction personnelle qu’offre une assemblée complète, mais nous remercions toutes les associations membres pour leur soutien dans la réussite de cette assemblée. En 2021, nous avons pu organiser d’autres assemblées en ligne permettant aux délégués du monde entier de participer pleinement et à parts égales – même à des moments difficiles de la journée pour certains !

We hope that the pandemic will finish and we can return to some face-to-face meetings. The use of Zoom has allowed us to have regular, short meetings without normal costs, we would like to build on this in the future and use a mix of face-to-face and online meetings.

Nous espérons que la pandémie se terminera et que nous pourrons reprendre une réunion en face à face. L’utilisation de Zoom nous a permis d’avoir des réunions régulières et courtes sans frais normaux, nous aimerions nous appuyer sur cela à l’avenir et utiliser un mélange de réunions en face à face et en ligne.

At the 2020 General Assembly meeting, a decision was made asking BEx to investigate and prepare for moving the UIMLA registration to another country. This was one of the outcomes from a working group that had updated the UIMLA statute. With the help of a dedicated working group, a proposal was made to locate UIMLA in Switzerland. This proposal was accepted by a majority of 95% at an online general assembly on 30 May 2021. 

On 19 July 2021, the Constitutive meeting of UIMLA in Switzerland took place, this meeting was online and formally established UIMLA as a Swiss organisation. We approached the commune of Villars-sur-Ollon in the Vaud canton and made an agreement that they would provide us with an address for our official location.

Lors de l’Assemblée générale de 2020, une décision a été prise demandant à BEx d’enquêter et de se préparer au transfert de l’enregistrement UIMLA dans un autre pays. C’était l’un des résultats d’un groupe de travail qui avait mis à jour les statuts de l’UIMLA. Avec l’aide d’un groupe de travail dédié, une proposition a été faite pour localiser l’UIMLA en Suisse. Cette proposition a été acceptée à une majorité de 95% lors d’une assemblée générale en ligne le 30 mai 2021. 

Le 19 juillet 2021, la réunion constitutive de l’UIMLA en Suisse a eu lieu, cette réunion a été en ligne et a officiellement établi l’UIMLA en tant qu’organisation suisse. Nous avons approché la commune de Villars-sur-Ollon dans le canton de Vaud et avons convenu qu’elle nous fournirait une adresse pour notre emplacement officiel.

This is part of a newly invigorated UIMLA developing the tools and governance to be agile and effective. UIMLA is building itself to be an organisation that can effectively build consensus and agreement, take decisions and execute them. Swiss federal law for associations provides us with a good stable foundation for activity and we join the UIAA, IFMGA, ICAR, MountainSafety.info and many others in reaching this decision. This was a major, complex project and the fact that UIMLA was able to complete it shows what a capable organization UIMLA is.

During this relocation, we had a further review carried out on the UIMLA statute following the review by our working group, the member associations and delegates and French lawyers. This latest review was performed by Swiss lawyers who act for many Olympic organisations. We are very happy that the huge amount of work performed by our delegates has been validated and that our statutes easily met Swiss legal requirements. 

UIMLA is now rightly considered to be a model of good governance.

Cela fait partie d’un UIMLA nouvellement revigoré développant les outils et la gouvernance pour être agile et efficace. UIMLA se construit pour être une organisation qui peut efficacement établir un consensus et un accord, prendre des décisions et les exécuter. La loi fédérale suisse sur les associations nous fournit une bonne base stable pour l’activité et nous nous joignons à l’UIAA, IFMGA, ICAR, MountainSafety.info et bien d’autres pour prendre cette décision. Il s’agissait d’un projet majeur et complexe et le fait que UIMLA ait pu le mener à bien montre à quel point UIMLA est une organisation compétente.

Lors de ce déménagement nous avons eu une nouvelle révision du statut de l’UIMLA suite à la révision par notre groupe de travail, les associations membres et délégués et les avocats français. Cette dernière revue a été réalisée par des avocats suisses qui agissent pour de nombreuses organisations olympiques. Nous sommes très heureux que l’énorme travail accompli par nos délégués ait été validé et que nos statuts aient facilement répondu aux exigences légales suisses. 

L’UIMLA est désormais considérée à juste titre comme un modèle de bonne gouvernance.

One of my personal highlights for this year was our webinar program including Cold Weather – Hypothermia & Cold Injury,  MountainSafetyInfo & UIMLA Webinar, MountainSafetyInfo & AVALIFE, UIAA Mountain Protection Commission and ICAR – Psychological First Aid. This was also a great opportunity to build on our relationships with MountainSafetyInfo, the UIAA and ICAR. The feedback from members has been great for these events and we’ve been asked to keep providing similar events in future. These events have helped us understand new ideas and provided invaluable training in our core skills.

L’un de mes faits saillants personnels pour cette année a été notre programme de webinaires comprenant Cold Weather – Hypothermia & Cold Injury, MountainSafetyInfo & UIMLA Webinar, MountainSafetyInfo & AVALIFE, UIAA Mountain Protection Commission et ICAR – Psychological First Aid. Ce fut également une excellente occasion de renforcer nos relations avec MountainSafetyInfo, l’UIAA et l’ICAR. Les commentaires des membres ont été formidables pour ces événements et il nous a été demandé de continuer à proposer des événements similaires à l’avenir. Ces événements nous ont aidés à comprendre de nouvelles idées et ont fourni une formation inestimable dans nos compétences de base.

The pandemic is an extraordinary situation with a great many personal and organizational challenges. We believe that UIMLA has been able to use the time constructively and has made some great achievements. More than anything, as UIMLA President, I believe it has shown how well we can work together, how we can overcome problems and we achieve great things working together!

La pandémie est une situation extraordinaire avec de nombreux défis personnels et organisationnels. Nous pensons que l’UIMLA a été en mesure d’utiliser le temps de manière constructive et a réalisé de grandes réalisations. Plus que tout, en tant que président de l’UIMLA, je pense que cela a montré à quel point nous pouvons bien travailler ensemble, comment nous pouvons surmonter les problèmes et réaliser de grandes choses en travaillant ensemble!
